Project Coordinator

NATURE OF SCOPE OF POSITION:

The Water / Wastewater Operator Coordinator is to work under the Project Coordinator and supports the certified operators of the five communities with communal water systems operating within the Dokis First Nation, Henvey Inlet First nation, Magnetawan First Nation, Nipissing First Nation, and Wasauksing First Nation communities to maintain the water system.  Each community has an Overall Responsible Operator and will remain the ORO.  This position is to provide support to the existing operators.  Wahnapitae First Nation is also part of the WBAFN but currently is on individual wells who may also require occasional assistance.  Three of the communities have wastewater systems.  A significant amount of the work is to be done alone off site so good personal motivational skills and ability to work alone are required.  A suitable location to work independently is also required.

KNOWLEDGE OF SKILLS

  • Communications, Training, disinfection and treatment, SCADA, CMMS
  • Microsoft Office proficiency Word and Excel plus hopefully Microsoft project.
  • Training Certifications, Sampling, First Aid, Confined Space, Working at Heights, WHMIS
  • Provincial and Federal requirements for both water and wastewater systems
  • Water and Wastewater System treatment/operation/maintenance detailed knowledge.

ESSENTIAL DUTIES:

  • Work closely with WBAFN and the Operators Group
  • Extensive travel is required to visit the communities regularly.
  • Maintain communication with WBAFN staff and the Operators Group regarding the status of the systems assigned.
  • Organize and schedule major maintenance tasks, Operators Group meetings, courses, etc., in a group schedule and background support.
  • Visit and assist each community regularly and help with major maintenance tasks, vacation, and sickness coverage, etc. as required/requested.
  • Help with the regular reporting for the Operators.
  • Help coordinate the Computerized Maintenance Management System including the implementation of new plants online, adding new work orders, and monitoring the regular activities.
  • Complete quarterly reports on the status of each system.
  • Assist in developing specific training programs for each operator and the group.
  • Help develop specialty teams to complete challenging tasks and participate as part of the tasks.
  • Help develop efficiencies in the plants by working together.
  • Work with all the operators regularly but stay independent as a WBAFN employee.
  • Complete the administration for the HUB/Operators Group.
  • Provide weekly schedules and tasks completed along with longer term schedules.
  • Physical work required for the system operation and maintenance tasks is required.

QUALIFICATIONS & RESPONSIBILITIES

  • Possess a minimum Level II Water Treatment Operator Certificate. (Proof of Certificate is required)
  • Possess a minimum Level II Water Distribution Certificate (Proof of Certificate is required)
  • Possess Current minimum Level II Water Treatment Operator Certificate (Proof of Certificate is required) if not then the commitment to obtain the certificate within a reasonable time frame.
  • Possess Current minimum Level II Wastewater Collection Operator Certificate. (Proof of Certificate is required) If not, then the commitment to obtain this certificate within a reasonable time frame.
  • Grade 12 graduate.
  • Valid Ontario driver’s license and remain a competent driver with their license as a requirement of employment.

RELATED DUTIES:

  • The operator’s position is generally a 40-hour week, with some flexibility in the hours worked to best complete the work.
  • On-call duties may occur, as well as overtime for emergencies or covering operator absences.

ACCOUNTABILITIES:

Accountable to WBAFN Executive Director and to ensure compliance with all applicable Federal and Provincial Codes, standards, and regulations.

WORKING CONDITIONS:

  • General office environment and winter travel conditions
  • Ability to lift and carry 25 kg (55 lbs).

IMPACT OF ERROR:

  • Incorrect advice could be detrimental to a First Nation population, web site information and reports could have significant negative implications for WBAFN and member First Nations and may affect project funding.

CONTROL:

  • This position will be subject to WBAFN policy and direction from WBAFN Executive Director.

SALARY:

The salary range for this position is $70,000 - $95,000 annually with full benefits, a pension and a company vehicle.  This salary range is dependent on level of certification.

Waabnoong Bemjiwang Association of First Nations is looking for an experienced and highly motivated Bookkeeper to work with Waabnoong Bemjiwang Association of First Nations Tribal Council and its member First Nations of Dokis, Henvey Inlet, Magnetawan, Nipissing, Wahnapitae and Wasauksing.

The primary role of the Bookkeeper is to efficiently manage the day-to-day financial transactions and records of the Association while ensuring that all finance policies and procedures are followed.  This position is also responsible to prepare and present monthly financial reports to the Board of Directors at their monthly Board meetings and to work with the auditors in preparation of a timely completed draft Annual Audit.  The Bookkeeper reports directly to the Executive Director.

WBAFN provides an Employee Health Benefits program including EAP and a Pension.

CLASSIFICATION: Permanent Part-time

EDUCATION KNOWLEDGE & EXPERIENCE

  • Minimum 5 years’ experience working in a finance department / and or bookkeeping.
  • Experience with the financial data base software Sage 50
  • Able to draft annual budgets, enter and manage accounts payable and accounts receivable, reconcile bank and credit card statements, prepare budget adjustments as required and review and monitor approved budgets with actual expenditures to identify deficits and surpluses.
  • Review finance policies and procedures and develop recommended changes as needed.
  • Maintain and monitor funding agreements.

OTHER REQUIREMENTS

  • Valid Ontario Class G Driver’s License, access to a vehicle, have 1Million Automobile insurance coverage and ability and the willingness to travel when needed.

POSITION SUMMARY

Pickerel Contracting Ltd. Is currently seeking a Full-time General Carpenter to join our team.  You will report to the Site Supervisor and be responsible for assisting with construction and maintaining residences and buildings.   The General Carpenter will also assist with building, restoring and /or installing of structural woodwork and related materials of active projects.  This position requires physical stamina and a strong work ethic., with the main focus of the job being able to help bring the residential properties in Henvey Inlet First Nation back up to standard through all Areas of Construction (Carpentry, Plumbing, roofing, Etc.)  Potential for advancement.

MAIN RESPONSIBILITES:

The General Carpenter will be responsible to:

  • Assist with gathering, assembling, moving, lifting and transporting materials, tool and equipment to job sites
  • Property maintenance on Band Owned Properties
  • Install Roofing, siding, eaves, porches, decks etc.
  • Build and install, cupboards, bookcases, tack board, and specialty furniture etc.
  • Drywalling, install, tape, sand, prepare for painting, painting etc.
  • Install various types of flooring laminate, tile etc.
  • Construct, repair, maintenance, and preventative work as required including but not limited to woodwork, shelving, flooring, tables, chairs, stairs etc.
  • Lay building foundation
  • Mix, pour and create cement forms
  • Frame building including window and doors
  • Operate and maintain carpentry tools and equipment
  • Assist with delivery of other related municipal services
  • Prepare preventative maintenance schedule and list of materials
  • Keep a daily log
  • Contribute and participate in the effective use of the Quality Control System
  • Respect and respond to direction given by Supervisor, Board of Directors or Chief and Council
  • Prepare estimates for work orders and material required

QUALIFICATIONS:

  • Grade 12 diploma or equivalent
  • Valid Ontario Class G drivers license with access to a reliable vehicle a must.
  • 5 years of previous HOME MAINTENANCE, building, painting and carpentry skills.
  • Red Seal an asset
  • Experience working with various carpentry tools and equipment
  • Ability to stand, bend, reach and twist for long periods of time in increment weather
  • Ability to lift up to 50lbs continuously
  • Current First Aid and CPR Level C
  • Current Vulnerable CPIC required if hired
  • Excellent communication, analytical, problem solving, organization and time-management skills

We are currently looking for a junior carpenter.  We are seeking a student to join our team that has an interest in carpentry and would like to learn the trade. The student will work along with our team assisting with building, restoring and/or installing of structural woodwork and related materials of active projects. This position requires excellent physical stamina and a strong work ethic, and most importantly the desire to want to learn the trade including plumbing, electrical and mechanical components.    

The Summer student will assist with:

  • Moving, lifting and transporting materials, tools and equipment to job sites
  • Laying building foundations

  • Framing of building including doors and windows
  • Remove and install siding, drywall and scaffolding

Location: Sudbury, North Bay, Parry Sound Area within the communities of Dokis First Nation, Henvey Inlet First Nation, Magnetawan First Nation, Nipissing First Nation, Wasauksing First Nation, and Wahnapitae First Nation.

WBAFN is looking for a minimum Level 2 Water Treatment and Water Distribution System Operator to work under the supervision of the Project Coordinator and work with the Certified Operators of the five communities that have communal water systems. (Dokis First Nation, Henvey Inlet First Nation, Magnetawan First Nation, Nipissing First Nation, and Wasauksing First Nation.  Each community has an Overall Responsible Operator and will remain the ORO.  This position is to provide support to the existing Operators in maintaining their water systems.  Wahnapitae First Nation is also part of WBAFN and will be provided support as required as they are currently supplied with individual wells.  Two of the communities have communal wastewater systems (Magnetawan First Nation and Nipissing First Nation). Dokis Has a Faculative Lagoon that receives truck delivery from holding tanks.

Job Responsibility:

  • Work closely with WBAFN and the Operators Group
  • Extensive travel(driving) due to the location of First Nation Communities
  • Maintain communication with WBAFN staff and the Operators Group regarding the status of the systems assigned
  • Organize and schedule Major Maintenance tasks and schedule Operators Group meetings
  • Administer the Operators Group and their OJT/CEU’s and the courses/tasks to obtain sufficient OJT/CEU’s to keep their levels plus assisting with upgrading operators to higher levels
  • Coordinate Equipment purchases and maintenance of WBAFN equipment
  • Visit each Community regularly to help with Major Maintenance Tasks, vacation and sickness coverage, etc.
  • Help the Operators with their regular reporting requirements
  • Help coordinate the Computerized Maintenance Management System including the implementation of new plants online, adding new work orders, and monitoring regular activities
  • Complete quarterly reports on the status of each system and overall, HUB work.
  • Assist in developing specific training programs for each Operator and the Group as a whole
  • Help develop and participate on specialty teams to complete challenging tasks
  • Help develop efficiencies in the plants by working together with each operator and communities
  • Work with all Operators regularly but stay independent as a WBAFN employee
  • Complete, develop and maintain the administration of the Operators group and the Water/Wastewater Hub System
  • Responsible for the monitoring of the systems as a backup to the plant operators
  • To have the skills to operate each of the water and wastewater treatment systems

The Operator position will require some flexibility in the hours worked to best complete the work.  On-call duties may occur, as well as overtime for emergencies or covering Operator absences. 

Qualifications:

  • Current minimum Level II Water Treatment Operator Certificate (proof of certification is required)

Reports To:    Executive Director

Purpose:

The GIS Database Administrator – Asset Management supports the GIS Coordinator and Infrastructure Technicians to maintain Microsoft SQL and ESRI Enterprise geodatabases required to support and grow Waabnoong Bemjiwang Association of First Nations (WBAFN) shared Enterprise Asset Management System and Geographic Information System used by WBAFN and its member First Nations of Dokis, Henvey Inlet, Magnetawan, Nipissing, Wahnapitae and Wasauksing to manage their Assets and utilize GIS software and data.

The Asset Management and Geographic Information Systems consist of a combination of hardware, software, customized applications, information, policies, and procedures managed by WBAFN. WBAFN is uniquely positioned among First Nations Tribal Councils in implementing advanced GIS technology to meet the needs of its member First Nations.

We are currently configuring the implementation of the Asset Management GIS into the Trimble Cityworks software environment.

Responsibilities:

  1. Support the sustainability and expansion of the technology infrastructure to support WBAFN Asset Management System technology infrastructure consisting of, but not limited to:
  • Data Management
    • Support the development and maintenance of data models and file management standards, and maintenance procedures.Configure geodatabase feature classes, and tables, and relationship classes to meet Cityworks data model requirements.
    • Microsoft SQL server management – user security, data storage requirements, connectivity
  • Support member First Nations capacity to manage GIS-related data.
  • Develop and record metadata for all geodatabase feature classes and tables.
    • Create, implement, and maintain metadata library for all WBAFN asset management GIS features and tables.
  • ESRI ArcGIS Pro Enterprise environment and other ESRI applications
    • Azteca Cityworks Asset Maintenance Management System.
    • SAP Crystal Report to support the creation of various internal and external reports, member First Nation Asset Management Plans.
  • Customized ESRI apps and related software to support specific asset management business needs, such as data collection and maintenance.
  • Support, develop and implement security procedures and policies in coordination with WBAFN, member First Nations, and IT service provider.
  • Support Data and software licensing and management of 3rd party and open-source datasets
  • Services – Support management of enterprise GIS federated servers and shared folders server.
  • Promote policies and legal framework that follows First Nations Information Governance Centre:

Ownership, Control, Access, and Possession (OCAP™)

  • Support WBAFN staff to foster the use of Asset Management System technology, acceptance, skills and trust in member First Nations.
  • WBAFN staff are responsible for working together to determine, propose and develop strategies and plans to meet WBAFN and member First Nation business needs.
  • Work with WBFN staff to determine and implement data Quality Assurance and Quality Control procedures, reports, and tools to support member First Nation needs.
  • Research and Problem Solving
  • Continually monitor changes and advances in technology and Asset Management GIS System needs and develop strategies and implementation plans for Executive Director guidance and approval to address needs.
  • Support any WBAFN work with 3rd parties to improve the Asset Management System
  • Engage and support 3rd party consultants to explore issues and make improvements to the Asset Management and GIS Systems.
  • Work with vendors, such as software companies and consultants who have been engaged by

WBAFN and member First Nations to support their work in the best interest of WBAFN and member First Nations.

Knowledge and Skills:

  • ESRI ArcGIS Enterprise, ArcGIS Pro desktop software.
  • Creating and modifying geodatabases in SQL, data models, import and export of data, create queries, relationships classes, standard templates.
  • ESRI Portal for ArcGIS as well as custom apps such as Field Maps, Survey123 and Cityworks.

  • Maintain a metadata library identifying the owner, maintenance procedure, licensing, use restrictions, etc. associated with all data in the Asset Management System.
  • Ensure data licensing requirements are adhered to by WBAFN and advising member First Nations on licensing requirements.

Working Conditions:

  • Work under the direction of the Executive Director.
  • Work from your home office, or if directed by the WBAFN Executive Director; work from WBAFN office locate at 25 West Rd., Pickerel, Ontario, and/or 20 Second Avenue North, Sudbury Monday through Thursday from 8:30 a.m. to 4:30 p.m.; Friday from 8:30 a.m. to 2:00 p.m.
  • Required to have a valid drivers license and reliable personal vehicle. Mileage and travel expenses are reimbursed where approved.
  • Will be expected to travel on occasion and working beyond normal office hours to meet deadlines or WBAFN operational needs as requested and/or approved by the Executive Director.

Compensation:  Will be competitive with area municipalities and based on the applicant’s level of certification and skill
